Rogers County Sheriff Scott Walton returned to the Broken Arrow City Council chamber on Tuesday to publicly back Police Chief Lance Arnold. Walton spoke during public comment at the Nov. 3 meeting, marking his second appearance in support of the chief since the city placed him on leave. The city is currently conducting an internal investigation into Arnold, who has remained on paid administrative leave since Oct. 14.

Walton, who also attended the Oct. 21 meeting, expressed frustration with the current state of affairs. He stated that the council members will make the right decisions based on the findings. Walton argued that it would be a tragedy if a leader who stands his ground is removed. He warned that such an outcome would set a precedent requiring future leaders to act as cowards rather than cowboys. When asked about his expectations for the probe, Walton said he wants the city manager held accountable if he is found to be in the wrong. He added that he is betting on the police chief.

Local residents also used the public comment period to voice their concerns. Brian Cathey, a Broken Arrow resident, spoke for the second time. He questioned why the situation has become a public spectacle. Cathey described the matter as an internal review of policy and a potential conflict between leadership. He said the process should not have been handled in the current manner. Cathey told the elected officials that their role is to serve the people.

City Manager Michael Spurgeon was absent from the Nov. 3 meeting due to medical leave, according to the city. Spurgeon is the official who placed Arnold on leave to protect the integrity of the investigation. Arnold’s attorney stated that the city sent a letter to Arnold preventing him from speaking out. The city has noted that Arnold attempted to speak out in the early stages of the leave.

Supporters of Arnold say they are still waiting for concrete answers from city leaders. The city has stated it cannot comment further while the investigation is ongoing. The internal review began three weeks after Arnold was placed on leave. The probe remains active as the council prepares for its next session.
